Can an individual start receiving the accumulated amount in their IRA account before reaching 60 years of age?

An individual may receive a distribution of their IRA account at any time. However, if received before reaching sixty (60) years of age for a reason not qualified by the Department of Treasury, they will be, as a general rule, subject to a 10% penalty imposed by the Internal Revenue Code of Puerto Rico, as amended.
